If you mean the first governor-general that would be the last governor as well - Sir John Stow.

First and second Governors, Captain William Deane, and John Powell, respectively, were each arrested during their terms as Governor, and returned to England in irons.
Ammmmmmm....so yuh mean tuh tell me that statement wrong? Nuh sourpuss Jock???
